POLICY ON GUIDELINES FOR IMPLEMENTATION OF
CAMPUS FEES

I.
PURPOSE
The purpose of this policy is to implement
the Chancellor's Executive Order 740, The
California State University Student Fee Policy (attached). Executive Order 740
implements current Trustee policy regarding Student Fees.
II. SCOPE OF AUTHORITY AND RESPONSIBILITY
The Board of Trustees of the California State
University (CSU) provides policy guidance for all matters pertaining to student fees.
The Chancellor of CSU is delegated the authority to establish new campus
fees. The campus President is delegated the authority to adjust or
abolish campus fees. The executive order requires campus
Presidents to have appropriate and meaningful consultation prior
to adjusting any campus fee or requesting the Chancellor to
establish a new campus fee. Appropriate and
meaningful consultation includes consultation with the campus fee advisory committee prior
to establishing or adjusting any campus Category I, III, or IV fee. (See Executive
Order 740 for definitions.) There is an additional requirement of an advisory
student referendum to be conducted to increase or establish Category I fees.
III. CAMPUS FEE ADVISORY COMMITTEE
The President shall establish a Campus
Fee Advisory Committee, which will review proposed campus fee
adjustments and the proposed establishment of new fees. The committee will provide
recommendations to the President on all proposed new or adjusted campus fees.
A. Membership
The Campus Fee
Advisory Committee will be comprised of:
The Associated Students, Inc., President or
designee, and seven student representatives, one of whom is a
graduate student, appointed by the Associated Students President.
The Chair of the Faculty Senate or
designee.
One member of the Educational Policy and
Resources Committee, appointed by the Executive Committee of the Faculty Senate.
One representative from the Division of
Academic Affairs, recommended to the President by the Provost.
One representative from the financial
management area of the Division of Administration and Finance, recommended to the
President by the Vice President for Administration and Finance.
One representative from the Division of
Information Resources and Technology, recommended to the President by the Vice President
for Information Resources and Technology.
One representative from the Division of
Student Affairs recommended to the President by the Vice President for Student Affairs.
One representative from the Division of
University Advancement, recommended to the President by the Vice President for University
Advancement.
B. Committee Chair
The President shall appoint a chairperson of
the committee from among the committee membership at the
beginning of each academic year.
C. Duties
The Campus Fee
Advisory Committee will review requests for the establishment and/or adjustment of
Category I, III, and IV campus fees and provide recommendations
to the President. The President shall consult as appropriate with the ASI Board of
Directors and the Faculty Senate concerning these recommendations.
In accordance with Executive Order 740,
establishment of a Category I fee or an increase of an existing Category I fee normally
requires a student referendum.
For a specific fee proposal, the committee
will recommend to the President and the President will determine whether a referendum is
the best method of consultation or if an alternative method will better suit the campus.
If it is determined that a referendum is
required, the committee will follow established campus guidelines for the conduct of the
referendum in accordance with Executive Order 740.
The committee shall make recommendations to
the President regarding possible adjustments to existing fees.
IV. Procedures for Submittal of Requests to Establish or Adjust Campus
Fees
a. Purpose of the fee (Is this fee for a new requirement or an existing
requirement that has been funded by other means);
b. Why it should be charged;
c. What other sources of revenue have been considered;
d. The amount of the fee; and
e. A statement of revenues and expenditures including a minimum of one
year of actual costs and two years of projected revenue and expenditures for the fee
revenue supported activity. This statement shall be reviewed by and verified by the
Campus Budget Office.
V. ACCOUNTABILITY
Total annual Category I fees may not exceed
one-third of the systemwide cost of education. The Campus Budget Office will, on an
annual basis, provide the Campus Fee Advisory Committee with information as to the
percentage of Campus Category I fees as compared to the systemwide cost of education, to
ensure compliance with the accountability guidelines established by Executive Order 740.
