HIRING FREEZE PROCEDURE

BACKGROUND

The State of California has been in a fiscal crisis which has resulted in proposed budget reductions to most State agencies, including the CSU.  The purpose of this procedure is to prepare the campus to remain in a position to enact budget reductions, if needed.


PROCEDURE

Permanent positions
To fill a permanent position, the hiring manager or Dean should submit a "Hiring Freeze Exemption Form" to the appropriate division vice president, outlining why the hire or personnel action is essential to the mission of the CSU, including, as reasons, the need for health and safety and/or maintaining the operations of the University.  In addition to this justification, a budgetary review must be conducted before any requisition is approved to ensure that sufficient general funds are available for the position.

The appropriate division vice president will determine if the position is to be filled and/or recommended to the President for Presidential approval of permanent positions.  The Hiring Freeze Exemption Form will be required for the recruitment to begin for a permanent position to be filled.

Temporary positions
Temporary positions will require the approval of the division vice president.


Non-General Fund Programs
Division vice presidents shall consider the effects of the budget reductions on State operations in deciding upon non-General Fund expenditures within their divisions.

These procedures shall remain in effect until further notice.
