POLICY ON GUIDELINES FOR IMPLEMENTATION OF
MANDATORY STUDENT FEES

I.
PURPOSE
The purpose of this policy is to set forth
the procedures by which mandatory student fees are established and/or adjusted at
California State University, San Bernardino. Mandatory fees are those fees that must
be paid by all students to enroll in, attend, or graduate from the university or to take a
course offered through the state-funded instructional program.
II. SCOPE OF AUTHORITY AND RESPONSIBILITY
The Board of Trustees of the California State
University (CSU) provides policy guidance for all matters pertaining to student fees.
The Chancellor of CSU is delegated the authority to establish new campus mandatory,
user and penalty fees. The campus President is delegated the authority to increase,
decrease, or abolish campus mandatory, user or penalty fees. At its meeting in May
1996, the CSU Board of Trustees adopted a systemwide Student Fees Policy which gave campus
Presidents the responsibility for assuring that appropriate consultation occurs prior to
adjusting any fee or requesting the Chancellor to establish a new fee. The following
campus policy describes the consultation processes which will be utilized at California
State University, San Bernardino.
III. STUDENT FEE ADVISORY COMMITTEE
The President shall establish a Student Fee
Advisory Committee which will review proposed mandatory student fee adjustments and the
proposed establishment of new fees. The committee will provide the recommendations
to the President on all proposed new or adjusted mandatory fees.
A. Membership
The Student Fee Policy Committee will be
comprised of:
The Associated Students, Inc., President or
designee, six student representatives, one of whom is a graduate student, appointed by the
Associated Students President.
The Chair of the Faculty Senate or
designee.
One member of the Educational Policy and
Resources Committee appointed by the Executive Committee of the Faculty Senate.
One representative from the financial
management area of the Division of Administration and Finance, recommended to the
President by the Vice President for Administration and Finance.
One representative from the Division of
Information Resources and Technology, recommended to the President by the Vice President
for Information Resources and Technology.
One representative from the Division of
Student Affairs recommended to the President by the Vice President for Student Affairs.
One representative from the Division of
University Advancement recommended to the President by the Vice President for University
Advancement.
B. Committee Chair
The President shall appoint a chairperson of
the committee from the membership at the beginning of each academic year.
C. Duties
The Student Fee Advisory Committee will
review requests for the establishment and/or adjustment of mandatory student fees and
provide recommendations to the President. Typically, changes to mandatory student
fees are implemented with the beginning of the academic year. If a referendum is
deemed necessary by the committee, such referenda must be held no later than the spring
quarter for a fee to be implemented during the coming year. Criteria for determining
if a fee requires a referendum is set forth in Executive Order No. 661. The
committee will facilitate student referenda prior to adjusting or establishing new
mandatory fees. This includes: assuring the referendum is open, fair, and
objective, the issuance of a voter pamphlet providing objective analysis, assuring that
the pamphlet and ballot information is widely distributed to students at least thirty days
prior to the referendum. The committee will recommend to the Administrative Council
how the referendum will be financed.
IV. ACCOUNTABILITY
A. Total
campus mandatory fees, excluding mandatory fees for graduate level programs, may not
exceed one-third of the state university fee.
B. Mandatory
fees for graduate level programs may not exceed one-half of the state university fee
regardless of the level of campus mandatory fees.
