ADA PROCEDURES AND GUIDELINES
CSUSB has a responsibility to comply with ADA regulations for
faculty, staff, students and visitors. This responsibility takes the form
of reasonable accommodation for individuals with disabilities as well as
facility access for persons with disabilities.
The specific management roles and responsibilities for
compliance to ADA requirements are identified within this document. These
roles are distributed to the following offices and directors who comprise the ADA
Management Group:

An additional role for ADA interface is vested in the Campus
Accessibility Advisory Board to the Office of Services to Students with
Disabilities. This committee meets to review items of interest and
concerns that may arise from students. The committee may also address
other matters of broader ADA significance that may affect the general campus
community.
The ADA provides an array of regulations and standards for
organizations. These are interpreted as requirements to which
organizations must comply. In a practical sense, beyond the minimum
requirements established by ADA, are desirable environmental conditions and
individual expectations. These latter two levels are commonly the ones
that come under some type of review by either the Advisory Committee or the ADA
Management Group.
Whether or not a specific item within the realm of ADA arises
with the Advisory Committee, is directly presented to the Management Group, or
arrives at a specific office, the process will consist of the following
approach:

Identification of the interest, problem or concern.

An analysis of the factors involved, including cost and
funding sources. *

A review of the alternatives possible, including cost.

A response to the originator of the item.
-
Implementation of the solution.
-
Closure of the process.
* Funding for individual applicant and employee ADA
reasonable accommodation is addressed in the University budget policy.
The ADA management group will meet, at a minimum, on a quarterly
basis to review the campus ADA program and matters related to ADA.
Meetings of a priority nature will be arranged, as necessary, to discuss
specific items that require a more urgent approach.
On June 30 of each year, the ADA Management Group will review
the prior twelve months of ADA activity and prepare a report outlining what ADA
related activities have occurred at the University. Each area represented
in the ADA Management Group will maintain records of ADA activity that may
contribute to the overall campus report. The report will be presented to
the Vice President for Administration and Finance for presentation to the
President and Vice Presidents.
ADA Management Group Roles and Responsibilities
ADA Compliance Officer and Director of Human Resources
The ADA Compliance Officer at California State University, San
Bernardino, functions as the designated University official to chair the group
and to:

Ensure that issues, concerns and complaints that arise in
the various distributed areas of the University with designated
responsibility for ADA compliance such as SSD, Facilities Services,
Parking, and Capital Planning and Development are appropriately addressed
within the structure of the University.

Ensure that appropriate University resources are
identified to promote programs of awareness related to ADA and other
disability education.

Ensure that appropriate University fiscal resources are
identified and made available to provide reasonable accommodation as
requested by individuals seeking accommodation.

Ensure that every avenue of resolution is pursued by the
University to resolve issues, concerns, and complaints.
Director of Services to Students with Disabilities
The Office of Services to Students with Disabilities plays an
integral part in ADA compliance at California State University, San Bernardino
to ensure that the campus environment provides both physical and programmatic
access to individuals with disabilities. To this end, the office is
responsible for the following commitments:

The SSD Director or designee will regularly attend
scheduled meetings of the campus SSD Advisory Board.

The Director or designee will provide input to identify
existing barriers or necessary accommodations on campus. This will
be accomplished by gathering input from students, staff, faculty and
visitors.

The Director or designee will provide necessary input to
determine reasonable solutions to identified barriers, both temporary and
permanent.

The Director or designee will provide information
necessary to prioritize resolution to barriers.
-
The Director or designee will develop and maintain a
mechanism to communicate this information to the campus community.
Director of Facilities Services
The Department of Facilities Services is responsible for maintaining the
physical aspects of the buildings and grounds of the University. The
responsibilities include:
- Repair and replacement of any building components that may be associated
with ADA requirements.
- Adjusting doors that may not meet the required ADA opening requirements.
- Grinding sidewalks that may represent restricted access.
- Ensuring that all replacement parts are ADA approved.
- Ensuring that all installed products such as pencil sharpeners, bathroom
accessories, etc., are installed according to ADA specifications.
- Ensuring that special tables and chairs in lecture halls are available
for students with disabilities according to numbers provided quarterly by
SSD.
- Ensuring prompt repairs to automatic doors and arranging for the
addition of automatic doors as funding becomes available to provide
additional automatic doors beyond the minimum specifications under ADA.
- Adding buzzers as funding becomes available.
Director of Capital Planning, Design and Construction
The Department of Capital Planning, Design and Construction administers
capital outlay budgets associated with new construction and modification
construction. The responsibilities include:
- Administration of the State and Non-State funded Major Capital Outlay
Program, which funds new improvements on campus buildings and
grounds. All new project designs are required to be reviewed by DSA
to ensure Title 24 compliance, and projects are required to have a budget
in excess of $400,000.00.
- Administration of the State-funded Minor Capital Outlay Program, which
funds capital projects with a value between $5,000 and $400,000.00.
The program has a goal of spending 20% of the available fund on ADA
projects.
- The Director of CPDC also serves as the Deputy Building Official on
campus and one of the responsibilities of this role is to ensure that the
campus buildings and grounds are in compliance with the code mandates.
