BICYCLE POLICY

BACKGROUND

Rapid growth of the student population has drastically increased the amount of vehicular, bicycle, and pedestrian traffic on campus. The purpose of this policy is to promote the use of bicycles for transportation, while providing a physical and operational framework for the safety of bicycle riders and pedestrians.

CSUSB encourages the use of bicycles as a form of transportation which is sensitive to the environment. The use of bicycles will provide a pollution-free form of transportation, avoid vehicle congestion, and require fewer and less costly parking facilities than required for automobiles.

This policy supersedes the previous policy governing bicycle use dated August 6, 1990.

BICYCLE LANES/PATHS

The campus has designed a system of designated bicycle lanes and paths in its physical development master plan.  The plan is consistent with the bicycle lane plan of the City of San Bernardino.  Bicycle lanes on adjoining city streets merge into the campus system which provides a network to access campus facilities.   The bicycle paths and parking facilities will be constructed in phases consistent with the physical development of the campus.

BICYCLE REGULATIONS

In order to promote the safety of bicycle riders and pedestrians, the following regulations apply to the use of bicycles on campus.  The success of the program requires that those individuals who ride bicycles exercise sound judgment and courtesy at all times while operating their bicycles, as well as when parking them.   It is important that each rider act in a responsible manner so that others will not be hurt.

  1. All applicable sections of the California Motor Vehicle Code pertaining to bicycle use are to be observed on the campus of CSUSB.  Any person operating a bicycle on University property implicitly accepts responsibility for adherence to all state and local laws, as well as campus policies, governing bicycle operation.   The University will ensure that appropriate signs announcing this policy are posted at campus entrances.

  2. Bicycles must be parked in bicycle racks or in any parking area specifically designated or marked as a bicycle area.  Bicycles shall not be secured to railings, hand rails, or guard rails including, but not limited to, those railings or other objects that may be required by persons with mobility impairments.

  3. Illegally parked bicycles will be cited and/or impounded.  The Public Safety and Parking Services departments do not assume responsibility for locks cut for bicycle impoundment.

  4. Bicyclists are responsible for the safe operation of their bicycles at all times.  "Reckless operation" of a bicycle is defined as operating a bicycle in such a manner as to indicate either a willful or wanton disregard for the safety of persons or property.

  5. Bicycles are prohibited from being ridden within University buildings.

  6. Bicycles shall be ridden only in designated bicycle lanes.   Bicycles and motorized bicycles shall not be ridden on inter-campus walkways delineated by barriers and signage.

  7. Bicycles are prohibited from being ridden on non-paved areas such as grass and planting beds, unless otherwise designated as a bicycle trail.

  8. Bicycles may be walked on any campus walkway or roadway.

  9. Violators receiving a citation or who have had their bicycle impounded will incur a fine.  The cost of the citation is $10 for each instance.   The impound fee is $10 for each occurrence, and the bicycle will not be released until after the payment is made and ownership is established.

  10. The University's uniformed Bicycle Patrol officers assigned to the Department of Public Safety are exempt from the mandates of this policy.
